Monroe, LA – According to the police officials, this unfortunate incident occurred around 11:45 a.m. Wednesday.
It happened in the 100 block of Cedar Crest Street.
Deputies responded to a cruelty to juvenile complaint .
The responding officers said that the victim was a 1-year-old boy.
The boy’s mother said that her brother picked her son up by the back of his shirt and began strangling him.
He then grabbed the victim by the throat and began strangling him.
His name is Javaris Williams and he was arrested.
The 19-year-old man was transported to the Ouachita Correctional Center and charged with one count of Cruelty to Juveniles.
