MONROE, La. – Authorities have arrested a man accused of a 2019 rape in Monroe.
According to court records, it happened around the 800 block of Breard Street in March of 2019. Monroe police say a female victim was grabbed from behind, thrown to the ground and raped by an unknown black male.
Through DNA evidence, Monroe police say the suspect was later determined to be Randy Frazier Jr., 40, of West Monroe.
