MONROE, La. – Sheriff Jay Russell and Deputies wish to thank Ms. Cynthia Starr for hosting a Law Enforcement Appreciation Luncheon today for OPSO and local law enforcement agencies. The luncheon was held at Highland Baptist Church in West Monroe. We also wish to thank members of the Highland Baptist Church that helped her host the event. The chicken dinner was great and enjoyed by all. We appreciate the hospitality and support of Ms. Starr and our community.
